Lucknow. The wait for the formation of the 18th Legislative Assembly in Uttar Pradesh is now about to end. After seven phases of voting in the Uttar Pradesh Assembly Election 2022, the results are going to be declared today. The Election Commission of India has completed all the preparations for the counting of votes. Observers, counting personnel, central security forces and candidates have reached all the counting centers. Everyone is now just waiting for the counting of votes to begin.
In the 2022 Uttar Pradesh Vidhan Sabha elections, 4442 candidates were in the fray. Of these, 560 are women. Counting of 403 assembly seats in all 75 districts will begin at 8 am at 84 centers amid tight security arrangements. First of all, the postal ballot and service votes will be counted. After this, the counting of EVMs will start from exactly 8:30. The initial trends will start coming from 9 am onwards. By noon the whole picture will be clear.
For the counting of votes, 84 total counting centers including all 75 districts of the state have been set up. Most of these five are in Agra. Apart from these, two counting centers have been set up in Amethi, Ambedkar Nagar, Deoria, Meerut and Azamgarh and one each in the remaining 69 districts. For the counting of votes for the Legislative Assembly General Election-2022, one observer each is posted in all 403 Vidhan Sabhas. The Election Commission of India has posted Chief Electoral Officer Delhi, Dr. Ranveer Singh in Meerut and Chief Electoral Officer Bihar HR Srinivas in Varanasi to supervise the counting of votes. Along with this, on the instructions of the Election Commission, a three-tier security system has been ensured for all the counting centers of the state and the permissible distance outside its periphery. Paramilitary forces are deployed in its inner circle.
In the 2017 assembly elections in the state, out of 403 seats, the Bharatiya Janata Party got 312, the Samajwadi Party 47, the Bahujan Samaj Party 19, the Apna Dal (S) nine, the Suheldev Bharatiya Samaj Party four, the independent three and the Nishad Party and the Nishad Party. The Rashtriya Lok Dal got one seat each.
14 tables are used for the counting of each Vidhan Sabha seat: 14 tables are used for the counting of each Vidhan Sabha seat. Exceptionally, in some assembly seats where the number of polling booths is high, the returning officers raise the table after taking permission from the Election Commission. That is, 14 EVMs will be counted simultaneously in each phase. This time, in view of the high number of postal ballots, two tables of RO have been installed in each assembly constituency. In some places their number has been increased to three. That is, in addition to 14 tables, two RO tables have been installed for counting in each Vidhan Sabha. Two Assistant Returning Officers have been posted in these. Each table will have a counting supervisor, a micro observer, a counting assistant and a class IV staff. Counting parties of three tables each have been kept in reserve for each Legislative Assembly.
Counting is done in about three minutes with an EVM: There are about 1200 voters at each booth. If the voter turnout is 60 percent, then 720 votes, if 70 percent, then 840 votes are cast. Counting of votes from each EVM takes about three minutes. In this way, about 10 to 11 thousand votes will be counted in one round on 14 tables. The votes of the candidates of each phase will also be written on the black board and it will also be announced through loudspeakers.
It takes 15 minutes in one step : Counting personnel present at all 14 tables fill Form 17-C in every round and give it to the RO after signature from the counting agent. ROs record the counting of votes in each round. After the counting of each round is completed, the election officials wait for two minutes so that if any candidate has any objection, they can register it. That is, the entire process of each step will take about 15 minutes.
