Lucknow. One percent less stamp duty will have to be paid on purchasing property up to one crore rupees in the name of women. From the year 2006 till now, women are getting exemption from one percent stamp duty only on registration up to Rs 10 lakh. Even in case of division of ancestral property, the maximum expenditure will be only Rs 10 thousand.
While reviewing the activities of the Stamp and Registration Department at his government residence on Friday, Chief Minister Yogi Adityanath said that to empower women and promote economic participation, consideration should be given to giving one percent discount on registration up to one crore rupees. He said that on dividing ancestral immovable property among family members (living person and his three previous descendants), a maximum stamp duty of only five thousand rupees should be charged. Registration fee should also be fixed at a maximum of five thousand rupees.
CM Yogi called it a public welfare decision
Calling it a public welfare decision, Chief Minister Yogi said that this will help in resolving family disputes. The Chief Minister instructed the officials to ensure that the revision of circle rate is done in a logical manner so that the people of the state get its real benefit. Development, urbanization and progress of infrastructure should be kept in mind in rate determination so that the circle rate of places with similar conditions is the same.
In view of the increasing land disputes, Yogi directed that along with checking the land documents before registration, the landowner should be compulsorily verified. He also emphasized on simplifying the registry process and making maximum use of technical means.
Yogi directed that the infrastructure of registry offices in the districts should be strengthened. Along with the availability of adequate staff, all constructions should be completed within the stipulated time. He also directed to keep CCTV cameras in registry offices always in working condition. Departmental officials told the Chief Minister that while stamps worth Rs 11 thousand crore were sold in the year 2016-17, more than Rs 30 thousand crore have been sold in the last financial year 2024-25. Circle rates have been revised in 45 districts while the revision process is underway in the remaining 30 districts.
Officials said that the department is providing services like online creation of stamps, facility of free of encumbrance certificate of property, e-filing of agricultural mortgage deeds, e-payment of registration fee, online refund of unused stamps, marriage registration certificate in DigiLocker and free of encumbrance certificate online. The Chief Minister directed that all work should be done online so that the general public does not have to make rounds of offices. Departmental Minister Ravindra Jaiswal, Chief Secretary Manoj Kumar Singh and other concerned officials were present in the meeting.
