new Delhi. The Home Ministry has amended the guidelines to allow political parties to hold rallies before October 15. This permission has been given to the 12 states where elections are to be held. The order comes after the Election Commission announced the Bihar assembly elections and by-elections in 11 states. These elections are to be held in the states on 28 October, 3 November and 7 November.
In a notification, the Ministry of Home Affairs said that political gatherings may take place before October 15 in open spaces. They must strictly follow the guidelines for wearing masks and social distancing.
The order states, “By the use of the powers conferred under Section 10 (2) (I) of the Disaster Management Act 2005, it is decided that the State Governments concerned, on any day before October 15, exceed the existing limit of 100 persons. May allow political meetings with greater numbers. ”
The order also mentions guidelines for closed and open spaces. For example, the maximum capacity for holding meetings in the hall is 50 percent. On the other hand, in the open spaces, meetings should be organized with social distancing, keeping in mind the size of the land or place.
Union Home Secretary and National Executive Committee Chairman Ajay Kumar Bhalla said, “States and Union Territories will issue detailed Standard Operating Procedure (SOP) for organizing such political celebrations and strictly implement it.”
Earlier on 30 September, the Ministry of Home Affairs gave permission for organizing social, educational, sports, entertainment, cultural, religious and political functions for more than 100 persons after 15 October.
