‘Uttar Pradesh Lift and Escalator Act 2024’ was passed by voice vote in the budget session of UP Assembly on Saturday. Energy Minister AK Sharma proposed this. There has been a demand for a law regarding lifts and escalators in UP for a long time. Now this bill will go to the Legislative Council.
In fact, there have been accidents in lifts in high-rise societies of Noida, Ghaziabad and NCR region for some time. It is difficult to fix responsibility for this. In case of any such dispute or accident, this Act can be used for clear law.
Demanding this, many public representatives, especially Dhirendra Singh, MLA from Jewar, Gautam Budh Nagar, had taken the initiative. Had met UP Chief Minister Yogi Adityanath. Following the instructions of the Chief Minister, the Energy Department was preparing its draft.
Lift will not operate without registration
After the implementation of the Lift Act, lifts or escalators will not be able to operate without registration in UP. In case of any accident in lift or escalator, you will be able to get the benefit of insurance. This will be the responsibility of the company or agency doing Annual Maintenance (AMC). At the time of installation of lift or escalator, its complete process will be done so that the accountability of the agency can be fixed.
At the time of registration of any lift or escalator, there will be a written instruction that its copy should be submitted every year after AMC. It has often been seen that due to lack of annual maintenance, lifts malfunction, which causes accidents.
After the implementation of this law, in case of any ‘human’ or ‘animal’ accident in the escalator, it will be necessary for the agency or owner (Trust or RWA) to inform the responsible officer within 24 hours. According to the Lift Act, it will be necessary to install safety devices and ensure their use.
It will also be examined annually. If any complaint is received that these equipment are not being used then after investigation a fine will be imposed on the owner of the lift or escalator. It will also be necessary to keep logbooks in lifts and escalators installed in public places. People can see it for maintenance.
Mock drill will have to be done twice a year
Some other important rules will also be decided according to this Act. Mock drill will have to be done twice a year. For registration of lift, it will be necessary to ensure safety related things under this law. For already installed lifts and escalators, it will be necessary to apply within the time limit of 6 months. There will be 30 months time to install all the equipment. This bill will go to the Legislative Council for passing.
Regarding the need for this law, Energy Minister AK Sharma said that with the modernization and increase in high-rise buildings, people were complaining to the authorities of the respective cities about the accidents occurring in them.
Jewar MLA Thakur Dhirendra Singh, who took the initiative for the bill, while speaking in the House said, ‘The way high-rise buildings are being built and the phase of urbanization has increased, this bill is going to be a milestone. Recently there have been accidents and children got stuck in lifts. Now AMC will be done by the company which will be the provider company. Along with mock drills twice a year, there is also a provision for insurance.
