Lucknow. The Yogi Adityanath government of Uttar Pradesh presented the first budget of its second term in the assembly on Thursday. State Parliamentary Affairs and Finance Minister Suresh Kumar Khanna, one of the most experienced BJP leaders, presented the budget for the fifth time by combining both the terms. Every section has been taken care of in the budget of the government.
Along with the students, there is a provision of funds to give priority to the interests of farmers, elderly and women. Keeping in mind the Mission 2024, the BJP government has focused on every plan of development in this budget.
Big budget announcements
- Old age pension has been increased from 500 to 1000.
- A budget of 31 thousand crores has been proposed for revamp in electricity.
- 2100 crore budget has been given to 14 medical colleges.
- 500 crore has been made for green field and industrial corridor.
- 695 crore has been made for Meerut-Prayagraj Ganga Expressway.
- There is a budget provision of 18500 crores for PWD roads.
- A budget provision of 500 crores was made for Kashi Vishwanath Rajghat bridge.
- 897 crores have been given for Pradhan Mantri Gati Shakti Yojana.
- Development works will be done along the Bundelkhand Expressway, Defense Corridor.
- A budget of 2700 crores is proposed for flood control.
- Jal Jeevan Mission in Namami Gange has been proposed for more than 19,500 crores.
Announcements regarding farmers: There is a provision to give a maximum of Rs 5 lakh in case of accidental death or disability of farmers. A provision of Rs 650 crore has been proposed for this scheme in the budget of the financial year 2022-2023. In place of diesel electricity for irrigation to the farmers, solar pumps are being installed on the farms of farmers under the Pradhan Mantri Kisan Urja Suraksha and Utthan Mahabhiyan Yojna under alternative energy management. 15,000 solar pumps will be installed in the financial year 2022-2023. In the financial year 2022-2023, 60.20 lakh quintal seeds are proposed to be distributed. The target is to distribute 119.30 lakh metric tonnes of fertilizers in the year 2022-2023. Free irrigation facility is being provided to the farmers through 34,307 state tube wells and 252 small branch canals. A provision of Rs 1000 crore is proposed for the Chief Minister’s Minor Irrigation Scheme. The minimum support price for paddy was fixed at Rs 1940 per quintal and for grade A paddy at Rs 1960 per quintal. The minimum support price of wheat was fixed at Rs 2015 per quintal.
Announcements in the budget regarding women: Women’s help desks have been set up at all 1535 police stations of all the districts of the state, designating women beat constables. 10,370 women beats have been allotted to 2740 women police personnel in the districts of the state. Three women PAC battalions are being formed in Lucknow, Gorakhpur and Badaun. Cyber help desk is being set up at the district level in the state. A provision of Rs 72 crore 50 lakh has been proposed for women empowerment scheme. In the call of Beti Padhao, Beti Bachao, 100 topper girl students of UPSEE 2018 have been provided laptops and 100 topper SC and ST girl students have been provided laptops. A provision of Rs 20 crore has been proposed for women’s safety and empowerment and skill development under the Mission Shakti program in the micro and small scale industries sector. In order to motivate the Anganwadi workers for better performance, incentive amount is being provided at the rate of 1500 rupees per month from September 2021.
Announcements in the budget for students and youth: Target to provide four lakh jobs in five years. 7540 posts will be recruited in secondary education. 10 thousand posts will be filled in medical colleges. Free tablet/smartphone distribution scheme has been started from December 25, 2021 with the objective of making the youth of urban and rural areas of the state technically competent. Under this scheme, so far about 12 lakh tablets/smart phones have been made available to the districts for distribution. In the Lok Kalyan Sankalp Patra, 2022, a target has been set to distribute 02 crore smart phones/tablets in the next five years. Under Swami Vivekananda Yuva Sashaktikaran Yojana, a provision of Rs 1500 crore is proposed for the financial year 2022-2023. In order to promote entrepreneurship and innovation in various fields among the youth, under the new UP Startup Policy-2020, at least one in each district and a total of 100 incubators and 10,000 startups is targeted to be established in 05 years. Against which 47 incubators are working so far and more than 5600 startups have been registered. With the objective of providing coaching facilities to the competitive students near their homes, the state government has implemented Mukhyamantri Abhyudaya Yojana in all the divisional headquarters. The scheme is being expanded to all the districts of the state, a provision of Rs 30 crore is proposed for the scheme. A provision of Rs 10 crore is proposed to provide financial assistance to young advocates for purchasing books and magazines for the first three years of work. In international sports competitions, arrangements have been made for the appointment of medal winners native of Uttar Pradesh to gazetted posts through direct recruitment. A provision of Rs 95 crore is proposed for the purchase of land for the establishment of an international cricket stadium in Varanasi district. The foundation stone of Major Dhyan Chand Sports University in Meerut district was laid by the Prime Minister on January 02, 2022, on which an amount of Rs 700 crore would be spent for the development of sports and to prepare players of excellent quality. A provision of Rs 50 crore is proposed for the establishment of the university. Under the Khelo India One District – One Sports scheme of the Government of India, it is proposed to establish Khelo India Centers in 75 districts of the state. Providing sports infrastructure and other facilities, 36 establishments are being constructed in the state from the financial year 2021-22 and 06 state-of-the-art gyms have been established in different districts.
Terrorist activities will be stopped: ATS is taking action to set up a center to check terrorist incidents in the state. Soon the work on this will be completed. The Finance Minister said that we have established the rule of law in the state. The government-administration has been made accessible to the common people. Appreciating the leadership of CM Yogi Adityanath, Suresh Khanna said that we took action on the mafia. In this the leadership of CM was appreciated. An atmosphere of law and order was created in the state. With the establishment of rule of law and order, large scale investment is taking place.
