The main accused in the famous Bikaru case of Kanpur, history-sheeter Vikas Dubey and the police team that killed five of his accomplices were made serious allegations of fake encounters, but Vikas Dubey’s wife Richa Dubey herself also did not come forward on her request. In the investigation of the Judicial Commission constituted on the orders of the Supreme Court, no gap was found in his theory from the statements of the police and the medical examination report. The report of the three-member judicial commission constituted under the chairmanship of retired Supreme Court judge BS Chauhan was laid on the table of the Uttar Pradesh Legislative Assembly on Thursday. After the report became public, the police, who have been surrounded by serious allegations till now, have got a big relief. Retired High Court Justice Shashikant Agrawal and retired DGP KL Gupta were included in the judicial commission.
On the night of July 2, 2020, eight policemen including the CO were murdered in Bikru village of Kanpur. After this heinous incident, the police killed history-sheeter criminal Vikas Dubey, his accomplice Prem Prakash Pandey, Atul Dubey, Amar Dubey, Praveen Dubey alias Bouwa and Prabhat in an encounter between July 3 and 10, 2020. The commission investigated on a total of eight points, including the incident of the killing of the main accused Vikas Dubey in a police encounter in Kanpur on 10 July 2020. These included suggestions related to the influence of Vikas Dubey to prevent the recurrence of such an audacious incident.
The report states that in the incidents of the killing of Vikas Dubey and his associates in police encounters, not a single witness has come forward against the claims of the police. Vikas Dubey’s wife Richa Dubey had filed a petition in the Supreme Court for the husband to be killed in a fake encounter, but she did not come before the commission. The same facts came to the fore in the magisterial inquiry into the incidents of police encounters. The commission submitted its investigation report to the state government in April 2021.

Their statements were recorded: After the commission inspected six places including Bikru village, then IG Kanpur Range Mohit Agarwal, SSP Dinesh Kumar P, former SSP Anant Dev and other policemen and officers, policemen injured in Bikru incident, Chaubepur police station The then SO of Vinay Tiwari, Sub-Inspector Krishna Kumar Sharma, had recorded the statements of 32 accused and a large number of witnesses caught in the incident. The commission also studied the report of the SIT constituted under the chairmanship of Additional Chief Secretary Sanjay Bhoosreddy to investigate the Bikru incident and discussed various points with Sanjay Bhoosreddy, then DGP Hitesh Chandra Awasthi and ADG Prosecution Ashutosh Pandey.
