Lucknow. A notification for the formation of newly elected Gram Panchayats was issued on Monday, about 20 days after the results of the three-tier panchayat elections were declared in Uttar Pradesh. The process of administering the oath to the village heads and panchayat members will start from Tuesday, but the quorum of the panchayat could not be fulfilled in more than 22 thousand villages. In such a situation, only after the by-elections are held in these villages, the elected chiefs will get a chance to take oath. The first meeting of the newly formed Gram Panchayats will be held on 27 May. In this, six committees will also be set up to conduct business.
This is the first time in forming a village government that the quorum of more than 22 thousand gram panchayats could not be fulfilled. That means two-thirds of the Gram Panchayat members could not be elected other than being elected village head. State General Secretary of the village head organization Nanak Chand Sharma says that it is a matter of concern that the villagers are not interested in the election of members. In fact, due to non-effective role of members in Gram Panchayats, quorum has started becoming a crisis. Additional Chief Secretary Panchayati Raj Manoj Kumar Singh says that gram panchayat committees have an important role in the functioning of the panchayat. The committees will be made effective.
Nature of Gram Panchayat Samitis: Six committees are formed in each Gram Panchayat. It consists of the chairman of village head planning and development committee, administrative committee and education committee. Apart from this, the chairman of Construction Works Committee, Health and Welfare Committee and Water Management Committee will be elected by the Gram Panchayat members on their own. All the committees will have 6 members in addition to the Chairman. Among them, there will be a woman and a member of a scheduled caste and a backward class. It is mandatory to have a committee meeting every month. Quorum will be complete with 4 members present.
Committees and their jurisdiction
- Administrative Committee: Work related to personnel working in gram panchayats and ration shops.
- Planning and Development Committee: Preparation of plans of Gram Panchayat, implementation of agricultural animal husbandry and poverty alleviation programs.
- Education Committee: To implement schemes related to primary, upper primary, informal education and literacy.
- Construction Work Committee: All permanent and temporary construction and repair works.
- Health and Welfare Committee: Medical health and family welfare related work.
- Water Management Committee: Operation and maintenance of tube wells. Drinking water system.
