new Delhi. Two years after taking charge of the investigation, the Central Bureau of Investigation (CBI) has registered an FIR in the Kanpur defense recruitment scam. Officials gave this information on Monday. A case has been registered in the Materials Division of the Quality Assurance CQA (M) Control Division against Deputy Controller Santosh Kumar Tiwari, who was the presiding officer of the Recruitment Board and the beneficiaries – Ravikant Pandey, Utkarsh Srivastava, Aarti Gupta, Pratibha Mishra and Arpit A case has been registered against Singh and other unidentified people.
The officers of Kanpur had conducted a recruitment drive for six posts of Lower Division Clerk (LDC) in the Directorate General of Quality Assurance under the Union Ministry of Defense. For this purpose, advertisements were released in 2015 and appointments were made in 2017.
An internal inquiry committee led by Brigadier Sudhindra Itanal found serious irregularities in the recruitment process. After submitting a report in this regard, the Recruitment Board was dissolved by the competent authority and the services of the appointed LDCs were terminated on 28 November 2018.
In a letter to the CBI on August 10, 2018, the Department of Defense Production (DDP) referred to ‘serious irregularities’ of a criminal nature in relation to the appointment of six LDCs in 2016 by the now dissolved Recruitment Board in Kanpur, Uttar Pradesh. . The letter was sent to the top investigating agency on the orders of Minister of State for Defense Subhash Bhamre, who acted on the advice of the Central Commission of Inquiry.
The official said that the agency has taken Tiwari, Sunil Kumar, SSO-2, CQA (M) Kanpur (Member) and Mohammad Alim, AE (QA), SQAE (GS), Kanpur (Member) and Colonel A.K. A preliminary inquiry was conducted in 2020 against Gandhi, Joint Controller, CQA (M), CQA (GS) and CQA (T&C), Kanpur.
In preliminary investigation, it was revealed that an advertisement to fill the four posts of LDC in CQA (M) Kanpur was published in various newspapers. The number of posts was later increased from four to six, with three for general category, one for OBC, SC and one for Physically Handicapped (PH) category in March 2015.
It was also learned that 4,181 candidates had applied for the said post, out of which 952 candidates were found eligible for the written examination. It stated that on 22 June 2016, a board of officers was constituted by C. Devakinandan, Comptroller Kanpur to conduct the recruitment of the said posts. It added that the board consists of Tiwari, Neha Aggarwal, a scientist, Sunil Kumar and Mohammad Alim.
It further stated that on 26 June 2016 a written examination was conducted in which a total of 517 candidates appeared. He said, “After completion of the written examination, the examinees collected the answer sheets and submitted them without sealing them in Tiwari’s room, which was against the rules.”
The official said that during interrogation it was also found that the answer sheets were evaluated by the BOO under the supervision of Tiwari in his room and Agarwal who was an outside member was not called. He also stated that on the basis of evaluation of answer sheets, 110 candidates were eligible for typing test, out of which only 95 appeared on 28 September 2016.
The official said that PH candidates were exempted from typing tests. A total of 54 candidates and two PH candidates had qualified for the same post and a final merit list was published by the DGQA website on 25 November 2016. Out of the six candidates selected, five had joined them. Officials said one candidate Vivek Chandra was not included in the duties as he was selected elsewhere.
The investigation revealed that the selection process was manipulated by Tiwari, which changed the marks obtained by the candidates at the time of rechecking.
