While the main petitioners were West Bengal Labor Minister Moloy Ghatak, Jharkhand Finance Minister Dr. Rameshwar Oraon, Rajasthan Health Minister Dr. Raghu Sharma, Chhattisgarh Planning Minister Amarjeet Bhagat, Punjab Minister Balbir Singh Sidhu and Maharashtra Minister for Higher and Technical Education Uday Ravindra Samanta is included.

Different states have different attitude regarding conducting JEE and NEET examinations. While many states are ready to conduct examinations, some states are expressing inability to conduct examinations. While UP Deputy Chief Minister Dinesh Sharma has agreed to conduct the examinations with the Central Government, while the Chief Minister of Jharkhand Hemant Soren has written a letter to Education Minister Dr. Ramesh Pokhriyal Nishank and demanded the postponement of the examination.
