Lucknow. Uttar Pradesh Governor Anandiben Patel has appointed senior Bharatiya Janata Party (BJP) leader Ramapati Shastri as Pro-tem Speaker (provisional speaker) till the election of Speaker of the Eighteenth Assembly is held. Ramapati Shastri, who was the Social Welfare Minister in the Yogi government, is one of the senior most members of the eighteenth assembly.
Governor Anandiben Patel has also nominated five other senior members of the Eighteenth Assembly – Suresh Khanna, Jai Pratap Singh, Fateh Bahadur Singh, Rampal Verma and Mata Prasad Pandey – to administer oath to the newly elected MLAs in the House. The Governor will administer the oath to the acting President and these five members at 11 am on March 26 at Raj Bhavan. At the same time, the newly elected MLAs will be administered oath on March 28 and 29. After this, the election of the president can be held on 30 March.
Until the newly constituted assembly elects its new speaker, the pro tem speaker is appointed by the governor under the system prescribed in the constitution to discharge the duties of the speaker of the assembly. On the other hand, the newly elected members are required to take oath before the Governor or the person appointed by them before taking their seats in the House.
Ramapati Shastri has been elected a member of the Eighteenth Legislative Assembly from Mankapur seat of Gonda. He was first elected a member of the Sixth Legislative Assembly in the year 1974. In this respect, he is the senior-most member of the Legislative Assembly. He has also been a member of the Seventh, Tenth, Eleventh, Twelfth, Fourteenth and Seventeenth Legislative Assembly. He was the Minister of Social Welfare and Revenue in the Kalyan Singh government. He got the post of Health Minister in the Mayawati-Kalyan Singh government.
Suresh Khanna, who won the Shahjahanpur seat for the ninth consecutive time, was the Minister of Finance, Medical Education and Parliamentary Affairs in the Yogi government. Jai Pratap Singh, who won the election from Bansi seat of Siddharthnagar, was the Health Minister in the Yogi government and has been elected MLA for the eighth time. Rampal Verma, who came after winning from Balamau seat of Hardoi, has become MLA for the eighth time.
Mata Prasad Pandey, who was the Speaker of the sixteenth assembly, has won from Etawa seat of Siddharthnagar and has been elected MLA for the seventh time. Fateh Bahadur Singh, who was elected MLA from Campierganj seat of Gorakhpur, has also got a chance to represent the assembly for the seventh time. He has played the role of Acting Speaker of the Seventeenth Legislative Assembly.
Chief Ministers of 12 states will attend the swearing-in: Invitation has been sent to the Chief Ministers of all the states for the swearing-in ceremony of the Yogi cabinet, but the Chief Ministers and Deputy Chief Ministers of 12 states have agreed to come. Along with this, Shankaracharya of many Peeths, saints and saints of Ayodhya, Mathura, Kashi and eminent industrialists of the country have been called. Several Union ministers will also attend the function.
