Lucknow. The STF has taken another major action after the strict instructions of Chief Minister Yogi Adityanath in the question paper leak of Uttar Pradesh Teacher Eligibility Test (UPTET) 2021. Suspended Secretary of the Examination Regulatory Authority (PNP), Sanjay Upadhyay, who was found guilty of giving the job of publishing question papers bypassing the rules to Delhi’s favorite company, has been arrested. The action was taken after Sanjay Upadhyay’s involvement came to the fore in the interrogation of Rai Anoop Prasad, the director of RSM Finserve Limited, which took the contract to print the question paper. The government had suspended Sanjay Upadhyay on Tuesday. STF’s eyes are now on many more accused. From paper leakers to many members of the Salwar gang, the search is on. Many more accused may be arrested soon.
STF investigation has revealed that Sanjay Upadhyay and Rai Anoop Prasad already knew each other. There was no facility of security printing available with Anoop’s company. Even after knowing about this, Sanjay gave work order to Anoop’s company without conducting any confidential investigation and his printing press was not even inspected. Sanjay Upadhyay has also been found guilty of misusing government money in the STF investigation. In security printing, it costs up to Rs 50 to print a question paper. Which is much higher than ordinary printing. Even after being aware of all these facts, the job of printing was given to a company which did not meet a single standard.
RSM Finserve Limited had printed the question papers in four different simple printing presses. The question paper was leaked due to non-compliance of safety norms. After these facts came to the fore, Sanjay Upadhyay was summoned to the STF Headquarters and questioned for a long time, in which he could not give any satisfactory answer regarding the work order being given to the preferred company. ADG STF Amitabh Yash says that Sanjay’s involvement in the paper leak case was found in the joint interrogation of police station Surajpur including STF’s Prayagraj and Noida units. Sanjay Upadhyay, originally a resident of village Chakia of Ghazipur, has been arrested under the case registered against Rai Anoop Prasad and others at Surajpur police station in Gautam Budh Nagar. ADG says that there is enough evidence against Sanjay Upadhyay.
The Uttar Pradesh Teacher Eligibility Test was conducted on 28 November. The paper was leaked before the commencement of the exam, due to which the exam was cancelled. More than 21.65 lakh candidates were going to appear in this. The state government has taken this entire matter very seriously. The government has started action against those responsible for this. About three dozen accused of Salwar gang, including leaking papers on internet media, have been arrested so far. After PNP Secretary Sanjay Upadhyay, arrests of some more elders may also happen in this case soon.
UP’s ADG Law and Order Prashant Kumar said that in the TET paper leak case, it was made clear from the beginning that strict action would be taken. No one guilty will be spared. According to him, after interrogation, the team of UP STF has arrested PNP Secretary Sanjay Upadhyay. After being produced in the court, the police will take them on remand for further questioning. He said that the police have enough evidence against PNP Secretary Sanjay Upadhyay. He was arrested on this basis. The government has already suspended them. Earlier, Anoop Prasad, the director of the company that printed the question paper, has been arrested. Both have been found responsible for the paper leak.
In the TET paper leak case, ATF had arrested Rai Anoop Prasad, director of RSM Finserv Ltd, a day earlier and three of his associates are being searched. STF has arrested 45 accused in the paper leak case by registering 10 cases in Prayagraj, Gautam Budh Nagar, Lucknow, Ayodhya, Kaushambi, Baghpat and Shamli. Out of these, maximum 18 accused have been arrested in Prayagraj.
The Yogi government has taken major action against the secretary for the second time in the case of disturbances at the level of Uttar Pradesh Examination Regulatory Authority (PNP). Earlier in the year 2018, an even bigger action was taken on the allegation of large-scale disturbances in recruitment of 68500 teachers, in which many officers including the then secretary Sutta Singh were suspended. Now Sanjay Kumar Upadhyay, Secretary, Examination Regulatory Authority, has been suspended and arrested for not following the high level of confidentiality norms in UPTET. He could not stay in this position even for six months.
The speed with which the scope of investigation of STF is increasing, soon the problems of some more elders may increase. After the arrest of Secretary, Examination Regulatory Authority, Sanjay Upadhyay, questions are also being raised about the role of the officers responsible for conducting the examination in a fair and transparent manner. It is also being seen that at what level negligence was taken and rules were ignored. Other responsible officers can also be questioned soon. The Office of the Examination Regulatory Authority is a part of SCERT (State Council of Educational Research and Training). On the basis of the facts revealed in the investigation, STF is conducting further investigation.
