Garsain. Property tax will be collected on the basis of circle rate in the municipal bodies of the state. The Cabinet has approved two Bills in this regard. All the eight municipal corporations, 41 municipal councils and 43 nagar panchayats in the state will have land and building appraised on the basis of circle rate and then property tax will be taken accordingly. However, the bodies have been empowered to increase the property tax from 0.01 per cent to one per cent. Also, this provision has been made that in any case the property tax will not be increased more than five percent for the next five years.
The government has taken this step in order to implement state-specific specific reforms in a time-bound manner in order to obtain additional loans in accordance with the central government guidelines. Decisions were taken on 12 points in the meeting of the Trivendra Singh Rawat cabinet held at Vidhan Bhavan in Gairsain on Tuesday. The decisions of the cabinet were not briefed as the assembly session was called. The Cabinet approved the Uttarakhand (Uttar Pradesh Municipal Corporation Act, 1959) (Amendment) Bill and the Uttarakhand (Uttar Pradesh Municipality Act, 1959) (Amendment) Bill. According to sources, at present the Municipal Corporations of the state collect house tax on the basis of self-assessment.
Now the government has decided to levy property tax on the building and land on the basis of circle rate. Building and land will be evaluated on the basis of circle rate. This will also make it clear what the value of the building and the land is. Property tax assessment will be done once every year. The assessment of property tax has been arranged in such a way that it remains the same. It should not increase much.
It will be decided on the basis of circle rate and it will not increase more than five percent for five years. With this arrangement, there will be complete transparency regarding property tax in the municipal bodies. Also, complaints of arbitrariness will also be curbed. In future, the entire property tax system should be made online. The owners of the building and land will determine their own property tax and can deposit it online.
