Dehradun: Protest has been raised on the inclusion of personnel of the external cadre in the Secretariat Association as members. Sangh vice-president Sandeep Mohan Chamola and former general secretary Pradeep Papanai have termed it against the constitution of the union. He has requested the Additional Chief Secretary Secretariat Administration to reject the proposal to make personnel of external cadres sent by the union as members. At the same time, the Union General Secretary Rakesh Joshi has written a letter to the Additional Chief Secretary, saying the allegations are false. He said that a decision in this regard was taken in the general assembly itself. The vice president and former general secretary of the union are misleading the secretariat administration in this regard.
As soon as the secretariat union elections are approaching, now a period of accusation has also started within the union itself. The Sangh decided some time ago to change the structure of the Sangh. Under this, it was decided to make officers and employees of the State Planning Commission, Budget Directorate, Finance Commission, Scheduled Castes Scheduled Tribes Planning Cell and State Property Department, members of the Union, doing important work related to the Secretariat. It was also decided that these members will not be able to contest elections this time but will be eligible to vote. Information about this was also sent to the Secretariat Administration.
Now the vice president and former general secretary of the union have raised questions on this. In a letter sent by Union Vice President Sandeep Chamola to the Additional Chief Secretary Secretariat Administration, it has been said that the inclusion of employees outside the Secretariat Service in the Union is against the Constitution of the Union. Any change in the constitution is done through the General Assembly. The approval of the General Assembly has not been obtained in this decision. In such a situation, rejecting the proposal of the union to include employees other than the secretariat service in the union, elections should be conducted by including only the secretariat service personnel in the voter list.
On the other hand, Secretary General of the Secretariat Association, Rakesh Joshi, says that the proposal to include members of other organizations has been passed in the General Assembly itself. It has been approved only in the executive meeting. Permission was obtained in this regard by meeting various personnel of the Secretariat on 28 August, 31 August and 1 September. Despite its vice president and general secretary being called in the union meeting, instead of speaking out in the meeting, they are directly misleading the general members by making correspondence with the secretariat administration. The Secretary-General also said that the Secretariat Association is run by the Association. In such a situation, the intervention of the secretariat administration is not right in this. The Sangh is also organizing a general meeting on December 7 to clarify the situation in this regard. Permission to hold this meeting should also be given to the Sangh so that this deadlock can be overcome.
