Lucknow: The police are getting all round criticism about the increasing incidents of kidnapping in Uttar Pradesh. Questions are also being raised about law and order. Amidst all this, UP’s Director General of Police (DGP) has issued SOP for action and investigation in kidnapping related incidents for ransom.
The DGP has directed the immediate safe recovery of the abducted person on priority basis along with issuing a 12 point SOP. In the SOP issued by DGP Hitesh Chandra Awasthi, it is said that the police in-charge and other senior officers should immediately inspect the scene of the incident as soon as the information of the incident is received. In such cases, without delay, an FIR for ransom should be registered under Section 364A. Also, try to get information by sending photos and full details in the state and other parts of the country within 24 hours.
The DGP has said that the criminals who were involved in the kidnapping and ransom incidents should be closely monitored. If they get involved, action should be taken against them. If the kidnapper has a mobile, the surveillance team should also be deployed and the data collected. Special teams should be formed for the recovery of the kidnapper and the abducted person and if necessary, contact the senior officers of the STF as well.
The SOP issued by the DGP also states that if any gang is suspected to be involved in kidnapping and extortion, more than one team should be collected and all the information collected. Video recordings should also be made during the interrogation of the named accused. Polygraph test, brain mapping and narcotics investigation should also be conducted according to the law. Senior officials review the events continuously. Significantly, in the last few days in UP, several kidnapping incidents have come to light.
Recently, there was an incident of kidnapping of innocent child and demanding ransom of Rs 1 crore and killing him in Gorakhpur, the work place of Chief Minister Yogi Adityanath. Since then, the invading opposition had alleged that new records of Gundaraj are being made in the state every day.
