Lokayukta and Uplokayukta Bill 2024 will be introduced in the Uttar Pradesh Assembly today to reduce the tenure of Lokayukta from 8 years to 5 years. Apart from this, the Lift and Accelerator Bill 2024, made for the maintenance of lifts in multi-storey buildings, was also placed on the table of the House today. This was approved in the cabinet meeting held on February 5. There is now preparation to make a law to prevent accidents in lifts in multi-storey buildings and to fix accountability. For this, ‘UP Lift and Escalator Bill’ was introduced today.
In fact, due to the increasing number of multi-storey buildings, the use of lifts and escalators is increasing day by day. Due to this, accidents are also increasing. The government has decided to take these steps to reduce these accidents. Let us tell you that for safety, Lift Act has been implemented in 9 states including Maharashtra, Gujarat, Karnataka, Delhi. Now there are preparations to implement it in UP also.
What is special in UP Lift Act?
People mostly use lifts to go to multi-storey buildings. Accidents related to lifts keep coming to light every day. To reduce these accidents, Uttar Pradesh Chief Minister Yogi Adityanath had given instructions to make a law for the safety and maintenance of passengers in lifts. Under the proposed Lift Act, it will be necessary to register the lift. Institutions will also have to get accident insurance under this Act.
In a high-level meeting, the CM said that due to urbanization and increase in multi-storey buildings, the use of lifts and escalators is increasing. Complaints are received about lifts and escalators not being constructed, operated and maintained properly in high traffic areas. It is used by normal people as well as elderly, children, sick and disabled people. Therefore, it is necessary to decide and follow a specific procedure for its installation, operation and maintenance. Like other states of the country, the Lift Act should be implemented soon here too.
CM said that every operator installing new lifts and escalators, whether in private sector or government, is required to get registration done. This should also be made mandatory for lifts and escalators already built and in use. It is also necessary to install auto rescue device for the safety of passengers. So that, in case of power supply or any other fault, the passengers stuck in the lift reach the nearest landing and the lift door opens automatically. Emergency bells, CCTV, good lighting and communication system for messages outside the lift will also be made mandatory.
The Chief Minister said that there should be a provision for insurance to cover the risk of passengers in case of any accident during the operation of lifts and escalators installed in government institutions. There will also be a provision in the Act to take action against the manufacturer or other concerned agency on receiving information about any complaint in operation. In case of any accident, the concerned police station will have to be informed as soon as possible. The process of registration, eligibility, fees etc. is also clearly written in the proposed Act.
