The Yogi cabinet has approved three new police commissionerates in UP. The cabinet approved this proposal in a meeting chaired by Chief Minister Yogi Adityanath in Lucknow on Friday morning. Till now this system was applicable in four districts of the state, Lucknow, Kanpur, Varanasi and Noida. Now a total of seven cities of UP have come under the purview of this system.
CM Yogi Adityanath has started the implementation of commissionerate system in big cities of the state. He had implemented this system in Lucknow, Kanpur, Varanasi and Noida during his previous tenure. While implementing this system in Ghaziabad, Agra and Prayagraj on Friday, the government said that the provision of the Police Commissioner system has been given in the Indian Police Act 1861 and the Criminal Procedure 1973. It is basically for cities with a population of more than 10 lakhs. While the population of Ghaziabad is 46,61,452, the population of Prayagraj is 59,54,390 and the population of Agra is 44,18,797.
The motion states that the actions of criminals are becoming increasingly complex and modern. In rural areas, if a new person comes, it is known, but in cities it is easy to hide the identity. The nature of crimes and the modus operandi of criminals are becoming hi-tech. Challenges like robbery, vehicle theft, snatching from speeding vehicles are increasing. Not only this, apart from drugs, human trafficking, cyber crimes, cheating in India and abroad by running fake call centers and lottery scam have also been included in organized crimes. Online fraud is also taking place in the form of organized cyber crime. In such a situation, the current technology is proving inadequate. For this reason, the commissionerate system is being implemented.
The proposal of the DGP Headquarters in this regard was already under consideration with the Home Department. Mahakumbh is to be organized in Sangamnagari Prayagraj in the year 2025. There is also a High Court here. For this reason it is of great importance. Ghaziabad district and Tajnagari Agra, the center of tourist attraction from all over the world, are also given great importance. A big change can be brought in the image of the state by further improving the law and order in these two districts. Ghaziabad district is also the choice of investors.
Let us tell you that law and order has been a big issue in UP. CM Yogi Adityanath is paying special attention to this since his first term. CM Yogi had implemented the Police Commissionerate system in Lucknow, Varanasi, Gautam Budh Nagar (Noida) and Kanpur during his last tenure with the intention of improving the law and order in the major cities of UP and bringing agility in the functioning of the police. . Now it has been implemented in Ghaziabad, Prayagraj and Agra. These three are big cities of UP from where news of major criminal incidents often comes. For a long time, the need to implement the commissionerate system was being told in these districts as well.
On 13 January 2020, the Police Commissionerate system was first implemented in Lucknow and Noida in UP. It was implemented in Kanpur and Varanasi in the second phase on 26 March 2021. Aseem Arun in Kanpur and A Satish Ganesh in Varanasi were made police commissioners.
What is commissionerate system?
The Police Commissionerate system was implemented in Bombay, Calcutta and Madras during the British era before independence. This Police Commissionerate system is based on the Police System Act, 1861. After independence, this system was implemented in some other metropolitan cities as well. Under this system, the police does not have to wait for the orders of the DM. The police commissioner gets many rights of the DM. In this system, the police can take many decisions related to law and order on their own, for which till now they had to wait for the order of the magistrate.
