The Uttar Pradesh government is now going to make a strict law on paper leak. This new law will have the provision of strict action against those involved in activities like paper leak and solver gang. There will be a provision of heavy fines, bulldozer action and even jail for those who leak the paper.
New policy to be made for paper counting
The government has also announced a new policy to stop paper counting. Under this, there should be 2 or more paper sets in every shift. The question papers of each set will be printed by different agencies. Along with this, arrangements will also be made for paper coding. Only government secondary, degree colleges, universities, polytechnics, engineering colleges, medical colleges or well-known, funded educational institutions with clean track record will be made centers for selection examinations.
Four agencies will conduct recruitment examination
These centers will be where there will be CCTV arrangements. Now four agencies will have different responsibilities for conducting the recruitment examination. Not only this, now the candidates will have to go out of their home division to take the examination. This restriction will not apply only to disabled and women. If there are more than four lakh candidates in any exam, the exam will be conducted in two phases.
There is an option to conduct the PCS exam in a single shift. Apart from this, to prevent rigging in making the result, the OMR sheet will be scanned in the commission and board itself. Now the question paper will also have a secret code. Confidential security marks like unique barcode, QR code, unique serial number will have to be put on every page of the question paper so that information about its series can be obtained if needed.
These rules will be regarding the printing press
There will be tamper-proof multi-level packaging in the boxes for carrying the question paper. Sufficient time will be given to set the question paper. The agency printing the question paper will be regularly inspected by the Controller of Examinations. Complete confidentiality will be maintained in the selection of the printing press printing the question paper. People coming to the press will be screened. It will be mandatory for everyone to have an identity card. Outsiders will not be allowed to enter the press. There will be a complete ban on carrying smartphones and cameras in the press. CCTV cameras will be installed around the press and its recording will be kept safe for 1 year.
