Lucknow. The budget session of the Uttar Pradesh Legislature will begin from Monday. With the year 2022, this will also be the first session of the Eighteenth Legislative Assembly. In this session, the state government will get the budget for the financial year 2022-23 passed. The session will begin with the address of Governor Anandiben Patel. The budget session will be special in the sense that for the first time, the proceedings of the Legislative Assembly will be conducted under the National e-Vidhan Application. The opposition is also preparing to surround the government in the house. In this context, there is a possibility of ruckus during the session.
Governor Anandiben Patel’s address will start in front of the joint meeting of the Legislative Council and the Legislative Assembly members in the Vidhan Sabha Pavilion at 11 am on Monday. She will give details of the functioning of the state government. On May 26, the government will present the budget for the financial year 2022-23 in both the houses. This will be the first budget of the second term of the Yogi government.
The government will also get the replacement bills of the four ordinances brought after the last session of the legislature passed in the budget session. These include the Bhatkhande State Cultural University Ordinance, 2022, the Uttar Pradesh State Universities (Amendment) Ordinance, 2022, the Uttar Pradesh Industrial Area Development (Amendment) Ordinance, 2022 and the Uttar Pradesh Private Universities (Amendment) Ordinance, 2022.
This is the first time in the first and second term of the Yogi government that along with the Legislative Assembly, the ruling party has a majority in the Legislative Council. Despite the majority of the ruling party in the Legislative Assembly, the strength of the opposition has increased. Therefore, the opposition, especially the Samajwadi Party and its allies, will try their best to surround the government on issues like inflation, power cuts, ration distribution, unemployment, law and order and farmers’ problems. In this context, the legislature session is likely to be a riot.
During the session, an all-party meeting was held in the Vidhan Bhavan on Sunday for the smooth conduct of the proceedings of the Legislative Assembly. In the meeting, the Speaker of the Legislative Assembly sought cooperation of all the parties in the conduct of the proceedings of the House. He said that if the proceedings of the House would be conducted in a smooth manner, more and more members, especially the new members, would get an opportunity to express their views.
He said that the introduction of e-Vidhan in this new session has brought innovation in the Legislative Assembly. This time the proceedings of the assembly session will be live telecast on DD News as well as on YouTube. In the meeting, Chief Minister and Leader of the House, Yogi Adityanath, while assuring the full cooperation of the ruling party in the smooth conduct of the session, said that keeping the high dignity and decorum of the House, the public’s faith in democracy increases by pursuing serious discussions.
Parliamentary Affairs Minister Suresh Kumar Khanna said that all the parties have assured cooperation in smooth conduct of the proceedings of the House. In the meeting, Deputy Leader of SP Legislature Party Inderjit Saroj, Ram Niwas Verma of Apna Dal (Sonelal), Rajpal Balyan of Rashtriya Lok Dal, Anil Kumar Tripathi of Nishad Party, Jagdish Narayan of Suheldev Bharatiya Samaj Party, Aradhana Mishra of Indian National Congress, Jansatta Raghuraj Pratap Singh of Dal Loktantrik and Umashankar Singh of Bahujan Samaj Party joined.
Legislative Assembly meeting will also be held on Saturday: Earlier, a meeting of the Business Advisory Committee of the House was held under the chairmanship of the Speaker of the Legislative Assembly. It was decided in the meeting that the meeting of the Legislative Assembly would also be held on 28th May i.e. Saturday. The Legislative Assembly Secretariat has released the program of the House till May 31.
Chief Minister’s meeting with the Governor: Before the budget session, Chief Minister Yogi Adityanath visited the Raj Bhavan on Sunday and made a courtesy call on Governor Anandiben Patel.
