Lucknow. It is the priority of Chief Minister Yogi Adityanath to further strengthen the internal security along with the law and order of Uttar Pradesh. CM Yogi has decided to set up units of civil defense in all the municipal bodies. Along with this, efforts are also being made to take concrete steps for effective control of fire incidents ranging from the problem of overcapacity in jails.
On Tuesday, CM Yogi Adityanath reviewed the Fire Department, Civil Defense Department and Prison Department and gave many strict instructions. Said that the Civil Defense Department has played an important role in maintaining peace, harmony and security in the society. At present, civil defense units are formed in 27 districts of the state. In view of their usefulness, it is necessary to expand the units of all civil defense in all the districts.
CM Yogi Adityanath said that the civil defense units should be reconstituted considering all the urban bodies of the state as the basis. After which more than seven and a half hundred units of civil defense will be functional in the state. For this, in coordination with the Home Department, Yogi has directed to complete the necessary action at the earliest. It has been said that necessary financial incentives will be provided for the smooth implementation of new units.
CM Yogi Adityanath said that the new jail manual was approved in the cabinet in the past. Concerted efforts have to be made to establish prisons as better centers of reform. Yogi said that the proposal should be prepared duly by marking the place for “open jail” and “high security jail”. Along with this, a list of prisoners detained in prisons for more than a period of 14 years should also be made available. It has also been directed to provide separate details of sick, minor, women and disabled prisoners in the list.
CM Yogi said that the service spirit of the firefighters is inspiring in the incidents of fire. Keeping in view the need of the future, there is a need to establish the fire department as a disaster management and emergency service. On the lines of the Central Government’s Model Bill on Maintenance of Fire and Emergency Service, 2019, he also directed to prepare the Model Fire and Emergency Bill of the state at the earliest.
He said that there should be adequate arrangements for fire safety in all the multi-storey buildings. According to the policy of Ease of Doing Business, arrangement of self-certificate by the owner of the building every six months, provision of fire safety officer according to the type of buildings and the system of annual third party audit has also been directed to be implemented.
Efforts should also be made to establish a special fund for the safety of firefighters and for the availability of high quality fire fighting equipment. Yogi said that the integrated traffic management system established under the Smart City project has improved the security system and traffic management of the cities. Efforts should also be made to make more and more cities safe cities by doing financial management with inter-departmental coordination.
